Founded in 1951 by the merger of Hever Hakvutzot with a group of
kibbutzim that broke away from
Hakibbutz Hameuhad. It provides
economic, organizational, and social services to the kibbutzim of Oved Hatzioni and
Poalei Agudat Israel. Its members generally identify with the basic principles of the
Israel Labor Party.
